Personnel of the center
Management of the Center consists of the Director and Deputy Director.
There are two departments: Department for Disaster Risk Reduction and Department for Emergency Situations, and administrative and technical sectors.
According to the Agreement on the establishment of the Center, each of the Parties designates 5 officials. Officials of the Center are international officials.
Employees of the administrative and technical sector are hired on a competitive basis among the citizens of Kazakhstan.
Mr. Valeriy Petrov
Born January 25, 1951 in Almaty, Kazakhstan. In 1978 he graduated with honors from the Kazakh Polytechnic Institute named after V. Lenin, majored in electrical engineer.
More than 25 years Mr. Petrov has been closely involved in the formation of the emergency situations prevention and liquidation system in the Republic of Kazakhstan. A career in the field of emergencies began as the Chief of Information and Communication Office of the Council of Ministers of Kazakh SSR. Subsequently, he held various positions, including Vice-President of the Agency for Emergency Situations of the Republic of Kazakhstan, 10 years was the vice-Minister of Emergency Situations of the Republic of Kazakhstan, headed the Committee for Emergency Situations of the Ministry of Internal Affairs of the Republic of Kazakhstan.
In accordance with the Kazakhstan President’s Decree of May 5, 2008 № 580 “On conferring high military and special ranks, class ranks” was given the Major General rank.
He was awarded with various medals including “Aibyn” Republic of Kazakhstan, “Friendship” and “Alexander Nevsky” of the Russian Federation, medal of the International Civil Defence Organization, letters of thanks of the President of the Republic of Kazakhstan, and other medals of the Republic of Kazakhstan, the Republic of Armenia, the Russian Federation, the Republic of Belarus, the Kyrgyz Republic, Republic of Tajikistan, the breastplate “Honorary employee of Ministry of Emergency Situations of Kazakhstan” and the honorary signs of MES of Russia.
Mr. Dzhergalbek Ukashev
Born October 4, 1956 in the of Kant district of Chui region in Kyrgyz Republic. In 1978 he graduated from the Moscow Higher Command School Road Engineering Troops.
He served in the USSR Civil Defense army in positions from platoon commander to battalion commander. Since 1991, he served in the Ministry of Emergency Situations of the Kyrgyz Republic, headed the Office of the Civil Defense of different cities and regions.
Since 2008 he has managed and participated in various projects in the field of emergencies and disaster risk reduction in the Kyrgyz Republic, in Counterpart International (Program of the Public and Humanitarian Aid of the United States), UNICEF, IOM, the World Bank, GIZ, HELP Age International and others.
He was awarded with the Order “For Service to Motherland in the USSR Armed Forces of the 3rd degree”, the medal “For Battle Service ” and the Honorary Diploma of the President of the Kyrgyz Republic.
