Center and ICDO Cooperation

On April 3 this year under the previously signed memorandum of cooperation and understanding Director of the Center of Emergency Situations and Disaster Risk Reduction, Mr. Valeriy Petrov held a Skype meeting with the Secretary General of the International Civil Defense Organization (Geneva), Mr. Belkacem El-Ketroussi.

During the meeting, the Center and the ICDO summed up the results of cooperation in 2018 and reached an agreement on a number of projects in 2019 aimed at strengthening the staff  capacity of the authorized bodies in the field of natural and technogenic emergency management of the member states of the Center, in particular:

  • Conducting a five-day training in June 2019 – Psychological courses for Kazakhstani and Kyrgyzstani emergency services with an emphasis on children and vulnerable population groups on the topics: “Providing psychological assistance for children and people with disabilities – victims of emergencies”, “Innovative methods of emergency psychological care, mental regulation and self-regulation”, with the assistance of the best experts in the industry of the Russian Emergency Situations Ministry, the UN Children’s Fund (UNICEF), the Red Crescent Society of Kazakhstan and the Public Association “National Medical Association.”

 

  • Conducting a two-week training in July 2019 in the Republic of Kazakhstan in the city of Priozersk for diving services involving coaches from ICDO  and the Ministry of Emergency Situations of the Kyrgyz Republic.

Also, parties discussed the Center’s  participation in the development of the International Center for Monitoring and Coordination of the ICDO.

According to the results of the meetings parties expressed intentions to further and comprehensive cooperation in the field of emergency management.

For reference:

International Civil Defense Organization (hereinafter – ICDO) was founded in 1931, and in 1966 received the status of an international intergovernmental organization (by the decision of the General Assembly of ICDO. Since 1972 annually on March 1 the International Day of Civil Defense is celebrated). This is the only intergovernmental organization that specializes in the field of civil defense and protection at the international level.

Currently, 53 countries are Member States of ICDO, 16 countries have observer status, in addition, 15 organizations are associate members of the ICDO.

 

Center Met with the Directorates of EC and Confirmed Cooperation with ICDO by Memorandum.

On December 4-5, a delegation of the Center for Emergency Situations and Disaster Risk Reduction in Almaty (hereinafter – the Center) conducted a series of bilateral meetings in Geneva, Switzerland, and Brussels, Belgium.

The delegation visited the European Commission’s Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO), the European Commission’s Directorate-General International Cooperation and Development. As the outcome parties reached an agreement to organize an expert advisory mission of the European Commission’s officer to the Center to develop the future work plan in the Central Asian region.

At the meeting at EC Emergency Response Coordination Center (ERCC), the officers introduced the principles and methods of ERCC operations, best practices of which will be applied at the Center in Almaty during the coordination of the elimination of large-scale and cross-border emergency situations in Central Asia.

Center’s Director V. Petrov met with the Secretary-General of the International Civil Defense Organization V. Kuvshinov. The parties discussed present issues in the field of civil defense, signed a memorandum of understanding and cooperation, identified areas for future collaboration in the field of enhancing the capacity of countries in disaster risk reduction, the use of advanced information technologies. ICDO also demonstrated a space monitoring emergency software system, which is of great interest to the countries of Central Asia. This system has been used successfully at the International Monitoring and Coordination Center of the ICDO.

The delegation met with the Deputy Director of the UN Office for Disaster Risk Reduction for Europe Mr. Abilash Panda to consider further action to implement the Center’s role as coordinator of the implementation of Sendai Framework for Disaster Risk Reduction in the region of Central Asia and South Caucasus.

Concluding the visit, Director of the Center met with the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kingdom of Belgium, the Head of the Delegation of the Republic of Kazakhstan to the European Union Almaz Khamzaev to discuss cooperation of the European Commission with the Center.
