UNDP regional project to increase city resilience to disaster risks and climate change launched in Osh

On August 20, 2025, an introductory technical workshop for stakeholders on the United Nations Development Programme (UNDP) regional project “Strengthening Cities Resilience to Disaster Risks and Climate Change in Central Asia” was held in Osh, Kyrgyz Republic.

The workshop was organized by the UNDP Istanbul Regional Hub, the United Nations Development Programme in the Kyrgyz Republic, the Osh City Mayor’s Office and the Center for Emergency Situations and Disaster Risk Reduction (CEDRR).

The workshop was attended by representatives of:

• Osh City Mayor’s Office, led by the First Deputy Mayor Sharshenaly uulu Adilet;

• The Ministry of Emergency Situations of the Kyrgyz Republic;

• Municipal enterprises and organizations of Osh city;

• Territorial divisions of ministries and departments in the Kyrgyz Republic with delegated powers for Osh city;

• UNDP, Center for Emergency Situations and Disaster Risk Reduction, and other international and non-governmental organizations.

During the technical seminar, the participants were presented with the goals, expected results, implementation plan, and terms of partnership within the framework of the regional project to increase the resilience of cities.

The mayor's office presented the Osh City Socio-Economic Development Plan - current processes, challenges, and opportunities for integrating DRR and climate change issues into this plan.

The seminar participants discussed:

1) The structure and content of the project "Disaster Risk and Climate Change Profile of Osh City" for the implementation of joint approaches to urban planning in order to increase the resilience of Osh City to disaster risks and climate change.

2) Detailed tools/methodology for self-assessment and assessment of disaster risk and climate change.

3) The composition of the technical working group of the Osh City Mayor's Office (TWG), the terms of reference for the TWG on the implementation of measures to increase the resilience of Osh City to disaster risks and climate change.

Following the discussions, the goals, objectives, activities, expected results, plans for implementing measures to increase the resilience of Osh to disaster risks and climate change were approved, and the terms of reference for the TWG for implementing measures to increase the resilience of Osh to disaster risks and climate change were approved.

The participants of the technical seminar also recommended that the UN Development Program provide technical and expert assistance to the TWG of the Osh City Hall in finalizing the draft "Disaster Risk and Climate Change Profile of Osh City" taking into account the requirements of the National Development Program of the Kyrgyz Republic until 2030, developing recommendations for introducing aspects of disaster risk reduction and climate change into the program and plans for socio-economic development and social protection of the population of Osh until 2030.

The participants of the technical seminar noted the need for training sessions aimed at improving the skills of Osh City Hall specialists in planning and implementing measures to increase resilience to disaster risks and climate change. Following the discussion, a protocol was signed for the introductory technical workshop for stakeholders on the regional project of the United Nations Development Programme (UNDP) “Strengthening the resilience of cities to disaster risks and climate change in Central Asia”.
