A technical meeting was held at the Command Center of the MES of the RK following the results of an OSCE and Center project
On December 5, 2024, at the Strategic Planning and Operational Management Command Center of the Ministry of Emergency Situations (MES) of the Republic of Kazakhstan, a working meeting was held under the chairmanship of the Vice Minister for Emergency Situations of the Republic of Kazakhstan, Mr. B. Abdyshev. The meeting focused on the upcoming trial operation of the "Digital Safety Passport" and "Interactive Maps" subsystems, developed as part of a joint project by the OSCE and the Center.
The Center, supported by the OSCE office in Astana, implemented a two-year project to develop a unified, structured tool for collecting, processing, and storing data from existing safety passports in a standardized format, as well as displaying this data on a digital map as layers of natural and man-made emergency threats. Within the framework of the project, the "Interactive Maps" subsystem was created, representing an atlas of natural and man-made hazards, including over 140 maps covering natural, technological, hydrological, and other types of threats. The goals and objectives of these subsystems fully comply with the IT architecture requirements of the Ministry of Emergency Situations of the Republic of Kazakhstan.
During the meeting, the developer demonstrated the main capabilities and functionality of the subsystems. The Vice Minister suggested refining the analytics functionality and recommendations for emergency response.
"Today, the Ministry of Emergency Situations of the Republic of Kazakhstan already has a prototype of a geoinformation system for forecasting and monitoring hazardous processes. The digital subsystems developed by the Center and the OSCE, through integration with the Ministry's existing tools, will elevate the risk management system to a new level," Mr. Abdyshev noted during the discussion of the developed system.
Overall, the Vice Minister gave a positive assessment of the subsystems.
Leaders of territorial divisions of the Ministry of Emergency Situations of the Republic of Kazakhstan joined the discussion online. They expressed interest in the subsystems, asked questions, and made suggestions for further improvements.
The Vice Minister issued instructions to the heads of structural and territorial divisions of the Ministry of Emergency Situations to implement further steps for deploying the system, including its refinement and supplementation with necessary data.
