Center strengthens cooperation with China's Ministry of Emergency Management
On February 20, 2025, a working meeting took place between the Center for Emergency Situations and Disaster Risk Reduction and the Ministry of Emergency Management of the People's Republic of China.
The meeting was attended by Mr. Mi Jinyin, Deputy Director of the Center for International Cooperation of China's Ministry of Emergency Management (MEM), Ms. Gao Kun, Head of the Division of the Department of International Cooperation and Humanitarian Aid at MEM China, as well as Mr. Aitzhanov Diyar, Deputy Head of the Mobilization Training Division of the Seismic Safety and Mobilization Training Department of the AlmatyAkimat.
Ms. Gao Kun emphasized the importance of long-term cooperation between the Center and MEM China, noting that this was reaffirmed by the visit of China's First Deputy Minister of Emergency Management, Mr. Xu Jiaai. She also highlighted opportunities for deeper collaboration in the field of seismic safety in 2025, including the involvement of Chinese diplomatic structures in Kazakhstan.
The Director of the Center, Mr. Serik Aubakirov, expressed gratitude to MEM China for organizing a study visit in December last year, during which an exchange of experience took place, including a training course on emergency management. He also spoke about measures being taken to establish a regional early warning system for emergencies.
One of the key topics of the meeting was the discussion of China's initiative to jointly organize a special thematic section in 2025 at the annual "Chinese Goods Exhibition in Kazakhstan" in Almaty, dedicated to showcasing products in emergency management. The exhibition is expected to feature modern equipment, including earthquake risk monitoring tools, fire and rescue equipment, industrial accident response technologies, air rescue equipment, digitalization technologies, robotic systems, drones, and personal protective gear.
This exhibition will not only strengthen trade and economic ties between Kazakhstan and China but also allow participants to explore new technological developments, receive professional consultations, and find reliable partners from China without leaving Kazakhstan.
"This exhibition is an important platform for deepening our cooperation" noted Mr. Mi Jinyin.
Following the meeting, the parties agreed to start developing a Memorandum of Understanding and Cooperation between two centers, which will define the key areas of their future collaboration.
Thus, the meeting identified priority isues for cooperation with the Chinese side, including:
- Cooperation in seismic safety;
- Participation and organization of joint activities for the prevention and mitigation of emergencies;
- Implementation of educational and exchange programs for emergency management professionals.
