Central Asian countries join forces to strengthen disaster resilience: Regional Forum of the Heads of Emergency Authorities

On 16–17 October 2025, in Dushanbe, Republic of Tajikistan, under the chairmanship of the Tajik side, a high-level event – the Regional Forum – Meeting of the Heads of Emergency Authorities of Central Asian countries will take place.

The Forum is organized by the Committee of Emergency Situations and Civil Defense under the Government of the Republic of Tajikistan jointly with the Center for Emergency Situations and Disaster Risk Reduction (CESDRR), the United Nations Development Programme (UNDP), the German Agency for International Cooperation (GIZ), and the United Nations Office for Disaster Risk Reduction (UNDRR).

The Forum will bring together the heads of emergency authorities of the five Central Asian countries, heads of national hydrometeorological services, representatives of the mayor’s offices of pilot cities under the UNDP regional project, as well as representatives of UN agencies, other international and non-governmental organizations.

Key topics for discussion will include strengthening the resilience of the region’s cities to disaster and climate risks, including risk profiles of pilot cities under the regional UNDP project, the development of early warning systems under the “Early Warning for All” initiative, transboundary water resource management, and the coordination of priority areas for regional cooperation in disaster risk reduction.

As part of the Forum, a Regional Partners’ Meeting will be held on strengthening early warning systems and implementing the “EW4All” initiative. The meeting, organized with the support of UNDRR and the Government of Switzerland, will discuss the efforts of all stakeholders involved in enhancing early warning systems in the region, as well as proposals for further actions to be included in the final outcome document.

The Center has conducted several field studies within the framework of the regional GIZ programme "Climate Risk Management in Central Asia," which is being implemented on behalf of the German government and co-financed by the UK Government for International Development. The results of this field studies were collected in Concept for the Establishment of a Transboundary Early Warning System for Hydrological Disasters”, that will be presented at the Forum. The Forum will also discuss and agree on a series of recommendations to improve the mechanism for the exchange of i) hydrometeorological information between the hydrometeorological services of CA countries; (ii) information on hydrometeorological hazards in transboundary areas between the emergency agencies of CA countries.

At the conclusion of the event, a number of documents are expected to be adopted, including the Final Protocol, defining the priority areas of joint work for 2026–2027 to strengthen cooperation and enhance the resilience of the region’s countries to natural disasters and emergencies, as well as well as a Joint Declaration on the establishment of a Regional Coalition on Urban Resilience in Central Asia under the regional UNDP project financed by the Government of Japan.
