Heads of Emergency Authorities of Central Asian countries discussed and agreed on strengthening the Center's capacity
On August 7, 2025, a Working meeting of the Heads of Emergency Authorities of Central Asian countries was held at the Center. The meeting was held with the participation of the Minister for Emergency Situations of the Republic of Kazakhstan, Major General Chingis Arinov, the Minister of Emergency Situations of the Kyrgyz Republic, Major General Boobek Azhikeev, the Chairman of the Committee for Emergency Situations and Civil Defense of the Government of the Republic of Tajikistan, Colonel General Rajabali Rahmonali, and the First Deputy Minister of Emergency Situations of the Republic of Uzbekistan, Colonel Sanjar Zuparov.
The heads of the delegations got acquainted in detail with the activities of the Center, the results achieved to date and promising regional projects for the coming years, discussed and agreed on:
1) Proposals and measures for the further development and improvement of mutually beneficial cooperation between emergency agencies of Central Asian countries in DRR, prevention and elimination of emergencies, taking into account the adverse effects of climate change;
2) Proposals, opporunities and procedures for the accession of the Republic of Tajikistan and the Republic of Uzbekistan to the Agreement between the Government of the Republic of Kazakhstan and the Government of the Kyrgyz Republic on the establishment of the Center;
3) Issues related to strengthening the role and capacity of the Center through comprehensive support from the emergency authorities of Central Asian countries in attracting grants from international and non-governmental organizations, as well as in developing and implementing joint regional and international programs and projects;
4) Issues related to raising public awareness of the Center’s activities, including the use of social network and the mass media;
5) Proposals for involving the Center in responding to emergencies occurring in the territory of the Republic of Kazakhstan, in cases where the interests of other Central Asian countries are affected, through coordinating actions to provide the affected populations with the necessary assistance, including medical, humanitarian and legal support, based on the principles of international law and humanity;
6) Joint actions to prepare and hold the next Regional Forum - Meeting of the Heads of Emergency authorities of Central Asian countries in the Republic of Tajikistan, Dushanbe, on October 16-17, 2025, chaired by the Tajik side, with the participation of mayors of 5 pilot cities and heads of national hydrometeorological services of the Central Asian countries.
This high-level event demonstrates the commitment and interest of the emergency of Central Asian countries in strengthening cooperation aimed to develop joint coordinated actions in disaster risk reduction, reducing the negative impacts of climate change, improving well-being and strengthening the security of Central Asian countries.
The meeting is organized with the expert, financial and technical support of the Ministry for Emergency Situations of the Republic of Kazakhstan, the United Nations Development Programme (UNDP) under the initiative "Making Cities Resilient to Disaster Risk and Climate Change in Central Asia", the regional programme "Climate Risk Management in Central Asia", implemented by GIZ on behalf of the Government of Germany and co-financed by the Government of the United Kingdom.
