Recommendations for harmonizing the legislation of the Republic of Kazakhstan on child protection issues in a humanitarian context were presented to the Ministry for Emergency Situations of Kazakhstan

On May 24, 2024 a high-level meeting was held at the Ministry for Emergency Situations of the Republic of Kazakhstan, led by Vice Minister for Emergency Situations, Major General Erlan Nurpeisov, focused on discussing the outcomes of the joint project between the CESDRR and UNICEF in Kazakhstan “Increasing the capacity of the emergency situations, health care, education, social protection, internal affairs sectors on the Core Commitments for Children in Emergencies.”

At the meeting with the Deputy Representative of UNICEF in Kazakhstan Leticia Bazi-Veil and the coordinator of the UNICEF Children's Resilience Program in the Republic of Kazakhstan Stativkina А. were present the Head of the Emergency Prevention Department – Mr. Amrin, Head of the Emergency Response Department – mr. Orazalin, Director of the Department of International Cooperation – mr. Grigoryan, Deputy Director of the Legal Department – Y, Yesmakhanov, Head of the Unit, CMC – Mr. Tleuberdin, Advisor to the Minister – S. Sarsenbaev.

The meeting participants discussed the recommendations prepared by the Center’s experts on the harmonization of the legislation of the Republic of Kazakhstan on issues of child protection in the humanitarian context. As a result of the discussion, they came to the conclusion that the Center’s recommendations would be incorporated and taken into consideration as part of amending the Law of the Republic of Kazakhstan “On Civil Protection”.

UNICEF Deputy Representative in Kazakhstan Leticia Bazi-Veil thanked the leadership of the Ministry for Emergency Situations of the Republic of Kazakhstan for the opportunity to discuss the results of the work and expressed UNICEF’s further intention in providing support to the Ministry for  Emergency Situations of the Republic of Kazakhstan on the protecting children in emergencies, including the testing a climate risk model for children.

The Ministry for Emergency Situations of the Republic of Kazakhstan was proposed to hold a round table involving the  Ministry of Internal Affairs of the Republic of Kazakhstan, the prosecutor's office and other stakeholders to discuss enhancing the responsibility of parents for child accidents at home, based on a review of international practices and law conducted by UNICEF experts.

The meeting underscored of the authorized body in civil protection in ongoing collaboration with UNICEF in the Republic of Kazakhstan facilitated by  the Center’s platform.
