Technology in Service of Rescue: The Center Transfers an Unmanned Aerial Vehicle to the M. Gabdullin Academy of Civil Protection of the Ministry for Emergency Situations of the Republic of Kazakhstan

Almaty – Kokshetau, April 6, 2026 — As part of strengthening bilateral cooperation and enhancing the training system for future civil protection officers, the Center for Emergency Situations and Disaster Risk Reduction officially transferred a modern unmanned aerial vehicle (UAV) to the M. Gabdullin Academy of Civil Protection of the Ministry of Emergency Situations of the Republic of Kazakhstan.

The transfer of the UAV was a prompt response to the initiative of the Head of the Academy, Colonel Zh.Kh. Khasenov, who emphasized the need to integrate advanced innovative systems into the educational process. The Director of the Center, Jergalbek Ukashev, supported this proposal, noting that a modern rescuer must master digital monitoring and reconnaissance tools already at the training stage.

“Under current conditions, effective cadet training is impossible without mastering advanced technologies. The transfer of the UAV is not merely a reinforcement of the Academy’s material and technical base, but an investment in the professionalism of the future generation of officers who will be required to respond to transboundary challenges and complex man-made emergencies.”

The use of the transferred UAV will enable the Academy to raise its practical training to a new level. In particular, the following components will be integrated into the training curriculum:

  • Aerial reconnaissance methodologies: practicing the rapid search for victims in disaster zones.
  • Thermal imaging monitoring: training for search operations at night and in conditions of poor visibility.
  • 3D modeling: creating digital terrain maps for штабного planning of operations.

The transfer is accompanied by full technical support. Experts from the Center will conduct a series of briefings for the Academy’s teaching staff on the configuration and effective use of aviation systems, drawing on the successful experience of implementing regional projects in Central Asia.

This initiative represents another practical step by the Center toward scaling up innovative practices and strengthening the capacity of emergency agencies across the region. The joint work of the Center and the Academy is aimed at creating a unified technological environment within the civil protection system of the Republic of Kazakhstan.
