The Center and MES of China are strengthening cooperation
From December 11 to 15, 2024, the Center's delegation, consisting of the Head of the Emergency Situations Department, Elvira Torebekova, and the Senior Expert, Zulfiya Yesniyazova participated in experience exchange and training on the topic: "Commanding in Emergency Situations - 2024".
This event was organized by the Ministry for Emergency Situations of the People's Republic of China and took place in Beijing and Shenzhen, PRC.
The event was attended by officials from the Ministry of Emergency Situations in the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Uzbekistan, as well as a representative of the Embassy of Kazakhstan in China, the Heads of the Ministry for Emergency Management of the PRC, the National Academy for Disaster Prevention and the China Fire and Rescue Institute.
The aim of the workshop was to exchange experience in earthquake risk prevention, scientific and technical innovations in disaster management, and industrial safety risk management.
The Deputy Director of the Department of International Cooperation and Humanitarian Aid of the Ministry for Emergency Situations of the People's Republic of China, Mr. Liu Shunchang, opening the event, noted that China and the Central Asian countries have long established friendly relations. Over the past year, within the framework of cooperation between China and Central Asia in emergency management, China has organized a number of events, including high-level forums on emergency management, seminars on improving industrial safety, and experience exchanges on disaster risk prevention. The heads of emergency management agencies from six countries signed a cooperation agreement after a meeting in Urumqi in western China. The joint action plan includes setting up a working group to reduce risks and develop more effective disaster response actions. This demonstrates the strengthening of close cooperation and interaction between China and the Central Asian countries in the relevant field. Mr. Liu Shunchang also highlited the role of the Center as an effective platform for coordinated actions between Central Asian countries and China.
The training participants attended a series of lectures on creating and developing a system and mechanism for managing operations in emergency situations, risk management in industrial safety, innovations and application of technologies for preventing natural disasters and mitigating. They visited the National Platform for Comprehensive Monitoring and Early Warning of Natural Disasters at the Ministry for Emergency Situations of the People's Republic of China, the Training Center for the Chinese National Earthquake Rescue Team, the operations room and platform of the China Earthquake Network Center, the National Academy for Disaster Prevention and Mitigation, and visited the Shenzhen Institute for Disaster Prevention.
Representatives of the Ministry for Emergency Situations of China and Central Asian countries shared their experiences and progress in disaster prevention and mitigation, and discussed issues related to promoting cooperation in disaster monitoring, early warning and emergency response to natural disasters.
Prior to the trip, the Ministry for Emergency Situations of the Republic of Kazakhstan reached out to the Center for assistance in organizing a practical exchange of knowledge and experience for MES RK staff in seismic safety in the People's Republic of China. This initiative was presented as a subject of cooperation. As a result, an agreement was reached between the Center and Ministry of Emergency Situations of the People's Republic of China to include the training of 20 MES RK staff members in seismic safety as part of the MEMC's 2025 work plan.
In addition, the Center and the Ministry for Emergency Situations of the People's Republic of China discussed further joint actions to create a Regional Early Warning System and Mutual Information exchange on transboundary emergency situations. The Ministry for Emergency Situations of the People's Republic of China expressed their willingness to integrate the early warning systems of China and Kazakhstan, with the aim to expanding it to other Central Asian countries. They also showed interest in the Center's initiative to establish a Regional Coordination Center for Emergency Response in Central Asia for humanitarian operations based at the Center.
