The Center presented recommendations for harmonizing the legislation of the Republic of Kazakhstan on child protection issues in a humanitarian context
On March 11, 2024 as part of the implementation of a joint project with UNICEF «Increasing the capacity of the emergency, health, education, social protection and internal affairs sectors on the Core Commitments for Children in Emergencies», the Center held an online working meeting with officials of the Ministry for Emergency Situations of the Republic of Kazakhstan to present recommendations for the harmonization the national legislation of the Republic of Kazakhstan regarding the child protection in the humanitarian context.
The working meeting was held with the participation of representatives of the Department for Emergency Prevention – Ms. Tassybayeva, Department for Emergency Response – Mr. Akhmetalin, the Department of International Cooperation – Mrs. Toktagazina, CMC- mr. Baizhumov, as well as the Child Resilience Program Coordinator UNICEF in the Republic of Kazakhstan Mrs. Stativkina.
The Center presented:
- Developed practical guidance on Core Commitment to Children, which includes emergency coordination, planning and monitoring of emergency response,
- Recommendations for the Minimum Life Support Standards for the population located in the emergency zone;
- Recommendations for involving volunteers and volunteer organizations in activities to prevent and eliminate the consequences of emergency situations;
- Recommendations for organizing the work of temporary accommodation centers for the affected population;
- Recommendations for making changes and additions to the conceptual apparatus of the Law of the Republic of Kazakhstan “On Civil Protection”;
- Recommendations for the new form of “Operational report on natural and man-made emergencies, incidents and cases”;
- Roadmap for facilitating disaster preparedness and response plans with a focus on disaster relief during humanitarian action.
This Working Meeting made it possible to exchange views on the recommendations developed, to understand the relevance of the work carried out by the CESDRR and the interest of the Ministry for Emergency Situations of the Republic of Kazakhstan.
As senior specialist of the Department for Emergency Prevention of the Ministry for Emergency Situations of the Republic of Kazakhstan Baurzhan Akhmetalin explained: “This year, together with the National Volunteer Network, as part of a pilot project, it is planned to create a mobile group of volunteers in emergency response on the basis of the Kostanay region. A week-long training program will be developed for this group and they will pass physical fitness standards, similar to the training of professional emergency rescue teams of the Ministry for Emergency Situations. The proposed training program for volunteers of the CESDRR and UNICEF in the Republic of Kazakhstan will be taken as a basis. Also, to ensure the safety of volunteers during the period of liquidation of the consequences of emergency situations, together with government agencies and volunteer organizations, it is planned to develop an Algorithm for attracting volunteers in prevention and response to emergency situations. When developing the Algorithm for attracting volunteers, the proposed version of the Algorithm of the CESDRR and UNICEF in the Republic of Kazakhstan will be taken into account and incorporated into the basis. These events are planned within the framework of the Development Roadmap and support for volunteering in the Republic of Kazakhstan for 2024 – 2026. In addition, as part of introducing amendments and additions to some legislative acts of the Republic of Kazakhstan on civil protection, after the adoption of the Law of the Republic of Kazakhstan “On introducing amendments and additions to some legislative acts of the Republic of Kazakhstan on civil protection issues”, work will be carried out to amend the by-laws in field of civil protection. The proposed recommendations of the CESDRR and UNICEF will be considered and taken into account when making changes.”
The meeting showed the interest of the authorized body in the field of civil protection to the work carried out by the CESDRR within the framework of the UNICEF project in the Republic of Kazakhstan on the harmonization of national legislation on child protection in a humanitarian context.
