The Center took part in the opening ceremony of the ICDO Regional Humanitarian Office in Central Asia and Asia
On May 22, 2024 in Bishkek, at the invitation of the International Civil Defense Organization, a delegation of the Center consisting of Director Serik Aubakirov and chief expert Bakhtiyar Ospanov took part in the opening ceremony of the Regional Humanitarian Office of the International Civil Defense Organization in Central Asia and Asia.
Before the official opening ceremony of the ICDO Regional Office, the Director of the Center held a bilateral meeting with the Deputy Secretary General of the ICDO, Mr. Andrey Kudinov, during which Mr. Aubakirov noted the achieved results of joint measures to strengthen the capacity of emergency response services of Central Asian countries, a striking example of which is the successful use of skills by canine crews of Central Asian countries during a rescue operation in Turkey, acquired during training.
Thus, out of 12 canine teams of emergency departments of Central Asian countries that participated in rescue operations in Turkey in February 2023, 5 teams took part in a master training for canine services of Central Asian countries at the “Rock City - Astana” training ground in September 2022. A group of forces from the countries of Central Asia rescued 38 people and recovered the bodies of 682 dead.
In general, over the 5 years of active cooperation between the Center and ICDO, a number of master trainings were conducted, as a result of which 45 specialist psychologists from the Ministry of Emergency Situations of the Republic of Kazakhstan improved their skills in the field of providing psychological assistance, 35 divers from the Ministry for Emergency Situations of the Republic of Kazakhstan were certified at the international level, 77 dog handlers from Kazakhstan and Kyrgyzstan, Tajikistan and Uzbekistan received additional skills in using search dogs when conducting RPS, and 51 operators of unmanned vehicles from Central Asian countries acquired the necessary skills to control drones.
The opening ceremony of the ICDO Regional Office was attended by the Minister of Emergency Situations of the Kyrgyz Republic, Major General Boobek Azhikeyev, who in his welcoming speech noted that “the functioning of the Regional Humanitarian Office will serve as an excellent platform for the practical implementation of humanitarian projects and operational assistance to the countries of the region in the event of emergencies.” situations in their territories."
Deputy Secretary General of ICDO Mr. Kudinov emphasized that “the main areas of the office’s work will be: providing humanitarian assistance, introducing educational programs and conducting trainings, strengthening regional cooperation, supporting national programs and initiatives and increasing the awareness and readiness of civil defense structures.”
Taking this opportunity, the Director of the Center, Mr. Aubakirov personally invited Mr. Kudinov take part in the upcoming Regional Forum-Meeting of the Heads of Emergency Departments of Central Asian Countries in August of this year in the Kyrgyz Republic and said that an official invitation will be sent in the near future.
