The Ministry for Emergency Situations of the Republic of Kazakhstan and the Red Crescent Society of Kazakhstan Strengthen Their Strategic Partnership

April 3, 2026 — A working meeting between the leadership of the Ministry of Emergency Situations of the Republic of Kazakhstan, representatives of the Red Crescent Society of the Republic of Kazakhstan, and a delegation from the Ministry of Emergency Situations of the Kyrgyz Republic was held in Almaty at the venue of the Center for Emergency Situations and Disaster Risk Reduction.

The event was attended by Lieutenant General Chingis Arinov, Minister of Emergency Situations of the Republic of Kazakhstan; Kanatbek Chynybaev, Minister of Emergency Situations of the Kyrgyz Republic; Dauren Yesimseitov, Chief of Staff of the Ministry of Emergency Situations of the Republic of Kazakhstan; Jergalbek Ukashev, Director of the Center for Emergency Situations and Disaster Risk Reduction; as well as the leadership of the Red Crescent Society of Kazakhstan headed by its President, Erkebek Argymbayev, Vice President Valeriy Petrov, and Director General Assel Tastanova.

The main purpose of the meeting was to further develop the strategic partnership in the field of emergency preparedness and response.

During the discussion, the participants reviewed the key areas of cooperation:

  • Improvement of the legal framework — the need to update the cooperation agreement between the Ministry of Emergency Situations of the Republic of Kazakhstan and the Red Crescent Society of Kazakhstan was noted;
  • Legislative initiatives — the draft Law “On the Red Crescent Society of the Republic of Kazakhstan,” which provides for the formal recognition of its status as an auxiliary humanitarian organization to the State, was discussed;
  • International cooperation — the role of the association of national societies of Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Türkiye, and Uzbekistan in coordinating assistance during emergencies was emphasized.

Special attention was given to the practical results of the Red Crescent Society of Kazakhstan’s activities. From 2020 to 2024, the total volume of assistance provided to the population exceeded KZT 10.6 billion. In the area of emergency response alone, more than 70,000 people affected by floods, fires, and adverse weather conditions received support totaling over KZT 2.8 billion. In particular, during the large-scale floods in 2024, assistance was provided to 26,000 citizens.

Following the meeting, the Ministry of Emergency Situations of the Republic of Kazakhstan reaffirmed its readiness to further strengthen cooperation with the Red Crescent Society, aimed at improving the effectiveness of emergency response and ensuring public safety.
