Working Meeting on the Development of the Regional Early Warning System

On 16 January 2026, a high-level interagency working meeting was held under the chairmanship of Dzhergalbek Ukashev, Director of the Center for Emergency Situations and Disaster Risk Reduction, focusing on the formation of a regional security architecture and the reduction of transboundary emergency risks in Central Asia.

The meeting was attended by Bolot Moldobekov, Director of the Central-Asian Institute for Applied Geosciences of the Kyrgyz Republic (CAIAG), and Zhapsarbay Sultanbekov, Director of LLP “National Scientific Center for Seismological Observation and Research” of the Ministry for Emergency Situations of the Republic of Kazakhstan.

The key agenda item was the establishment and institutional development of a regional early warning and mutual information-sharing system for seismic emergencies, the consequences of which may be transboundary in nature and directly affect public safety and the sustainable development of the states of the region.

During the meeting, Director of the Center D. Ukashev presented information on the consistent and systematic efforts being undertaken to establish a regional early warning mechanism. This included the implementation of instructions from the leadership of the emergency authorities of the Republic of Kazakhstan and the Kyrgyz Republic, the execution of previously signed interagency and interstate agreements, as well as the practical results achieved to date. Particular emphasis was placed on the role of the Center as an interstate coordination and expert body, ensuring the harmonization of approaches, integration of national systems, and the development of sustainable mechanisms for regional cooperation.

Director of CAIAG B. Moldobekov briefed participants on the current status and development priorities of seismological monitoring in the Kyrgyz Republic. In particular, it was noted that in 2025, the practical integration of seismological stations of the Kyrgyz Republic and the Republic of Uzbekistan was completed, representing a significant step toward the formation of a unified regional monitoring and early warning space.

From the side of the Republic of Kazakhstan, Director of LLP “NSCSOR” of the Ministry for Emergency Situations of the Republic of Kazakhstan, Zh. Sultanbekov, noted that, within the framework of the previously signed agreement between CAIAG and the National Scientific Center for Seismological Observation and Research, systematic and phased work is being carried out to integrate national seismological stations into a single regional information and analytical infrastructure. This infrastructure ensures operational data exchange and mutual notification of seismic events in a near real-time mode.

As a result of the meeting, the parties confirmed a shared position on the need for accelerated and coordinated development of the regional early warning system and expressed their readiness to further deepen interstate and interagency cooperation. The implementation of these measures is regarded as a key element in ensuring national and regional security, fulfilling international commitments, and enhancing the resilience of Central Asian countries to natural hazards.
